It was, until Ukiah Police Sergeant Kevin Murray hit the scene. He's the new Six Million Dollar Man.
At the end of the day... that will likely be in the vicinity of the cost of his service to Ukiah taxpayers... in the form of settlements and/or judgments against the City and its rotten police force.
In his case, the city couldn't rebuild him, make him better than he was. Instead, the city will defend against the lawsuits arising from Murray's behavior with even more Donald-Trump-Taxpayer-Lotto!

Murray manufactured a traffic stop, missed facts given to him and became aggressive when this was pointed out. He then attempted to manufacture false theft charges.
