You have a right to not be wrongfully detained by a Police Officer. Police must have evidence of a crime to legally detain you, or question you. If you tell a police officer that you are leaving, you are free to leave. If the officer prevents you from leaving, you are being detained. If you are detained, without cause, you likely had your rights to due process violated.
You have a right to film police as they carry out their duty, or as they act extralegally in order to violate your rights. You can do so as long as you do not interfere with the police. The police don't like this... but it is absolutely legal in a public space with officers going about their duty.
We HIGHLY recommended it.
